Appeals and Complaints

Documented routes for editorial appeals and complaints about journal services or conduct

Fair and non-retaliatory reviewJPM distinguishes an editorial appeal from a service complaint, scientific discussion, and misconduct allegation. Each matter is routed to the correct procedure and handled confidentially by an unconflicted person.
Editorial appeal Challenges a decision because of a material factual error, overlooked evidence, unmanaged conflict, discrimination, or substantial procedural departure. Mere disagreement with reviewers is insufficient.
Complaint Concerns delay, communication, conduct, privacy, accessibility, fees, policy administration, or publisher practice.
Scientific discussion Questions or critiques a published article and follows the Post-Publication Discussion Policy.
Misconduct allegation Raises possible fabrication, falsification, plagiarism, manipulation, unethical research, or related misconduct and follows the Research Misconduct Handling Policy.

How to Submit

Submit one consolidated appeal normally within 30 calendar days of the decision through OJS or the official contact page. State the manuscript ID or DOI, decision and date, precise ground, relevant evidence, correspondence, any conflict, and requested remedy. A complaint should provide a concise chronology, people or process involved, supporting evidence, and the remedy sought.

Handling Procedure

  1. JPM normally acknowledges a sufficiently identified submission within seven working days and may request missing information.
  2. An editor or publisher representative with no relevant conflict and no decisive role in the disputed matter assesses jurisdiction and the complete record.
  3. The person whose decision or conduct is questioned is informed of the material concern and given a reasonable opportunity to respond, subject to confidentiality and safety.
  4. Independent editorial, methodological, ethical, legal, or technical advice may be obtained. A new reviewer may be appointed when a material scholarly issue cannot be resolved from the existing record.
  5. JPM aims to provide a reasoned written outcome within 30 working days after sufficient information is received. Complex or externally referred matters may take longer, with an update provided.
  6. Possible outcomes include upholding or reconsidering a decision, obtaining additional review, correcting a process or record, apologizing, improving policy or training, refunding an eligible payment, or referring the matter to another procedure.
  7. A complaint about the Editor-in-Chief is assigned to an independent publisher representative; a complaint about the publisher is assigned to an uninvolved senior authority or external adviser. One internal review is normally final.
Protection and recordkeepingGood-faith appeals and complaints do not disadvantage an author, reviewer, reader, or whistleblower. Abusive, threatening, discriminatory, repetitive, or knowingly false communications may be limited with a written reason. JPM records receipt, conflicts, evidence, actions, outcome, and communication.
